His arrival marks an important step in the continued evolution of our Firm, strengthening our service offering with a strategic practice area that directly responds to the needs of our clients.
Elías brings an outstanding international, strategic, and technical perspective, together with extensive experience in financial regulation, structured finance, regulatory compliance, international markets, and public policy. In addition, his leadership and personal qualities will further enrich the collaborative culture that distinguishes our Firm.
He has more than two decades of experience at Banco de México, where he held senior positions within the legal department. In those roles, he led key negotiations in various international forums and contributed to the design of regulatory frameworks applicable to the banking and financial sectors, payment systems, and the stability of the Mexican financial system. Among his most notable achievements are the legal implementation of the International Monetary Fund’s Flexible Credit Line for Mexico, the negotiation of financial chapters in international treaties such as the USMCA, agreements with the European Union, and the CPTPP, his participation in significant legal reforms to the Mexican financial system in recent years, and the structuring of liquidity facilities during the COVID-19 pandemic.
His academic background includes an LL.M. in Securities and Financial Regulation from Georgetown University Law Center, as well as executive programs at Harvard Law School and IPADE Business School. He has also shared his knowledge as a professor of Law at Universidad Iberoamericana, teaching banking law, public international law, and private international law, contributing to the education of new generations of lawyers specialized in banking and finance.
At Matus-Ruiz, we are delighted to welcome Elías and are confident that his addition will make a meaningful contribution to the growth, consolidation, and continued projection of our Firm, always for the benefit of our clients and everyone who is part of our team.
